Government Tendering & GeM Executive / Manager

We are looking for an experienced professional who can independently handle the complete Government Business cycle, including Government Tendering, GeM Portal, Tender Participation, Order Execution, Documentation, Billing and Payment Follow-up.

The ideal candidate should have strong hands-on experience in GeM, Government/PSU tenders, e-Tendering, bid preparation, commercial documentation, and government procurement processes.

Key ResponsibilitiesGovernment Tendering & GeM

  • Identify and monitor relevant Government, PSU, Central/State Government and institutional tenders.
  • Handle the complete tendering process from tender identification to order award.
  • Manage and participate in GeM Bids, Reverse Auctions and e-Tenders.
  • Review tender documents, eligibility criteria, technical specifications, BOQ, commercial terms and submission requirements.
  • Prepare technical and commercial bid documents as per tender requirements.
  • Ensure timely and accurate submission of bids before the deadline.
  • Monitor tender corrigendums, amendments, clarifications and revised requirements.
  • Prepare tender compliance sheets, declarations, undertakings, affidavits and other required documents.
  • Coordinate with internal departments for technical, commercial and statutory documents.
  • Maintain proper records of all submitted, ongoing, awarded and unsuccessful tenders.
Commercial & Pricing
  • Coordinate with the Sales, Finance and Management teams for pricing and commercial approvals.
  • Prepare quotations, BOQs and commercial submissions.
  • Analyze tender requirements and assess commercial viability and profitability.
  • Participate in Reverse Auction / e-Bidding / price negotiations wherever required.
  • Ensure compliance with EMD, PBG, security deposit and other financial requirements.
Order Execution & Documentation
  • Track LOI/LOA, Purchase Orders and Work Orders received from government customers.
  • Coordinate with internal teams for timely order execution, supply, installation and commissioning, wherever applicable.
  • Ensure all contractual and customer documentation is completed on time.
  • Coordinate with government departments/PSUs regarding order-related queries and requirements.
  • Maintain complete records of contracts, purchase orders, correspondence and supporting documents.
Billing & Payment Follow-up
  • Coordinate with Finance/Accounts for invoice preparation and submission.
  • Follow up with government customers for bill processing and payment realization.
  • Track outstanding payments and maintain an updated payment status report.
  • Coordinate for release of EMD/PBG/Security Deposit wherever applicable.
  • Resolve documentation or billing-related issues that may delay payments.
Government Business Development
  • Identify new opportunities for Government and PSU business.
  • Develop and maintain professional relationships with government departments, PSUs and institutional customers.
  • Track market opportunities, upcoming tenders and business potential.
  • Maintain a healthy Government Business / Tender Pipeline.
  • Support the Sales team in achieving government business targets.
Required Skills
  • Strong hands-on experience in GeM Portal and Government Tendering.
  • Knowledge of e-Tendering, CPPP and State Government e-Procurement portals.
  • Good understanding of Government/PSU procurement procedures.
  • Strong knowledge of BOQ, EMD, PBG, LOI, LOA, PO and tender documentation.
  • Experience in GeM Bidding and Reverse Auction.
  • Excellent MS Excel and MS Office skills.
  • Strong documentation and analytical skills.
  • Good commercial understanding and negotiation skills.
  • Excellent communication and coordination skills.
  • Ability to independently manage multiple tenders with strict deadlines.
Qualification & Experience
  • Graduate in any discipline; MBA in Sales/Marketing/Operations will be an added advantage.
  • 3–5 years: Suitable for Executive/Senior Executive level.
  • 5–8 years: Suitable for Manager level.
  • Candidates with prior experience in Government/PSU Sales, GeM, Tendering, DG/Power Equipment, Industrial Products or B2G Business will be preferred.
