Job Summary

We are looking for a dynamic and result-oriented Assistant Manager – Government Business & Tendering to drive business growth through Government Departments, PSUs, Defence, Railways, State Government Organizations, Municipal Corporations, and other institutional customers. The ideal candidate should possess strong expertise in Government Sales, GeM, e-Tendering, Bid Management, Institutional Business Development, and Contract Management, with a proven track record of securing government contracts and expanding institutional business.

Designation: Assistant Manager – Government Business & Tendering

Location: IMT Manesar, Gurugram (Work from Office)

Working conditions: 6 days (9 am -5 pm)

Experience: 5-8 Years

Key Responsibilities

  • Identify, evaluate, and develop new business opportunities with Government Departments, PSUs, Defence Organizations, Railways, State Government Bodies, Municipal Corporations, Oil Marketing Companies (OMCs), and other institutional customers.
  • Monitor and track tenders across GeM (Government e-Marketplace), CPP Portal, State e-Procurement Portals, Railways, Defence, and other government procurement platforms.
  • Manage product registrations and approvals for Government departments and institutional customers.
  • Manage the complete tender lifecycle, including opportunity identification, eligibility assessment, documentation, bid preparation, technical and commercial submissions, online bidding, clarifications, negotiations, and post-award coordination.
  • Prepare and review technical bids, commercial bids, compliance documents, BOQs, EMDs, Bank Guarantees, declarations, and statutory documentation to ensure timely and accurate submissions.
  • Drive Government and Institutional Business Development by building strong relationships with procurement authorities, government officials, consultants, and key decision-makers.
  • Coordinate with Sales, Production, Quality, Finance, Logistics, and Legal teams to ensure seamless bid execution and successful order fulfillment.
  • Develop competitive pricing strategies and bid responses while ensuring compliance with tender requirements and company profitability objectives.
  • Manage vendor registrations, product approvals, renewals, and documentation across various government procurement portals.
  • Maintain a comprehensive database of tenders, bid status, contracts, renewals, customer interactions, and the business pipeline through MIS reporting.
  • Track competitor activities, procurement trends, market intelligence, and government purchasing patterns to identify strategic growth opportunities.
  • Ensure compliance with government procurement policies, contractual obligations, quality standards, and statutory regulations.
  • Drive revenue growth by securing long-term government contracts, annual rate agreements, and institutional partnerships.
Required Skills
  • 5–8 years of hands-on experience in Government Sales, Tender Management, Bid Management, Institutional Business Development, or Public Procurement.
  • Mandatory experience with GeM Portal, CPP Portal, e-Tendering, Government Procurement Systems, and Bid Management.
  • Prior experience in the Lubricants, Industrial Oils, Petrochemicals, Specialty Chemicals, Industrial Manufacturing, Auto Components, or Engineering Products industry will be highly preferred.
  • Strong understanding of government procurement processes, tender documentation, compliance requirements, and contract execution.
  • Excellent communication, negotiation, stakeholder management, and analytical skills.
  • Proficient in MS Office, especially Excel, along with online procurement and tender management platforms.
Qualification
  • Bachelor's Degree in Business Administration, Marketing, Commerce, Engineering, or a related discipline.
  • An MBA will be an added advantage.
